Do you really think the design engineers intended for the frame to withstand that type of trauma or that they consider it a defect that when someone runs it into a stationary object it breaks? Doubt it! The frames hold together under regular riding/racing conditions. As all bike manufacturers continue to cut weight all sport bikes will have their weak spots! .
