    I don't know what chapa means, but the Chinese radical for eye is 目 , in Mandarin pronounced mu4, and that radical is seen in many Chinese characters, such as the verb 看, pronounced kan4 in Mandarin, which means to look. The noun 眼睛 , pronounced yan3jing in Mandarin, means "eye," and you can see the eye radical in that character as well.

    Fushun has tons of tourist traffic, and having a cool circle for everyone to gawk at doesn't hurt its industry. The Chinese like to show off their architectural prowess, and why not?

    There's a similar structure in Tianjin, called "The Eye of Tianjin," which is yet another big circle, but in the form of a ferris wheel.
